Investigative Techniques
Training will meet the needs of prosecutors and law
enforcement personnel.
The program
will provide attendees advanced investigative techniques for
developing the probable cause for successful prosecution of
cases. The curriculum will be presented by prosecutors and
detectives from the
Montgomery County District Attorney’s Office
Trials Division, Homicide Unit and Narcotics Enforcement Team.
Attendees will come away with a better understanding of probable
cause, standard investigative techniques, search warrants, grand
juries, and electronic surveillance techniques.

has been
approved for 5 substantive CLE credits by the Pennsylvania
Continuing Legal Education Board.

Prosecuting Gun Violence
is designed to
meet the needs of prosecutors and law enforcement personnel.
Kenneth Brown,
Esq.,
an Assistant District Attorney for the Lancaster County District
Attorney’s Office and cross-designated Special Assistant United
States Attorney, will provide an overview of Pennsylvania gun
laws and sentencing issues.
Martin Carlson, Esq.,
First Assistant United States Attorney for the Middle District
of Pennsylvania, will give insight into Project Safe
Neighborhoods and cross-designation as a Special Assistant
United States Attorney. Harrisburg’s gunshot detection system
will be highlighted by
Michael Consiglio, Esq.,
a Deputy District Attorney for the Dauphin County District
Attorney’s Office. The day will end with a presentation on
firearms ballistic evidence and the route from crime scene to
courtroom. The speakers will be
Todd Stephens, Esq.,
and
Doug Rosenblum, Esq.,
Assistant District Attorneys with the Montgomery County District
Attorney’s Office, along with
Detective John Finor,
a firearms expert with the Montgomery County Detective Bureau.

Wednesday, September 19, 2007,
is dedicated to domestic violence issues and
is appropriate
for prosecutors, law enforcement personnel and victim/witness
advocates.
Prosecuting domestic violence cases can be difficult, but when
the victim isn’t available or cooperative, everyone’s job gets
even tougher; prosecutors, investigators, and even the advocate
standing in the victim’s corner.
Deborah
Curcillo, Esq., a
Chief Deputy District Attorney for the Dauphin County District
Attorney’s Office, will examine the intricacies of evidence
based prosecution when the victim of domestic violence is a
no-show for trial.
Lois
Fasnacht, Criminal
Justice Trainer/Legal Advocate for the Pennsylvania Coalition
Against Domestic Violence, will provide an update on recent
changes to the Protection From Abuse Act. Ms. Fasnacht will
also give tips on how to use PFA violations as prosecutorial
tools.
Veronique
Valliere, Psy.D., a
licensed psychologist, will offer participants alternative
frameworks for understanding domestic violence offender
behavior. Dr. Valliere will also speak about
the “signs” of deception and credibility in victims and
perpetrators, the effect of disclosure of personal crimes and
trauma on reporting, and some indicators of credibility in
victim statements.
Thursday, September 20, 2007,
will give prosecutors and law enforcement personnel advanced
investigative techniques for developing probable cause and
building a winning case in complex investigations. The
curriculum will be presented by prosecutors and detectives from
the

The SCI Crimes
Prosecutors Network is a new special interest group for
2007. The group will meet quarterly at the Pennsylvania
District Attorneys Institute headquarters. The Network is
a forum for district attorneys who have state correctional
institutions in their jurisdiction to meet and discuss cases of
mutual interest, as well as receive the latest new on
legislation and case law.
