PDAI Restitution Consultant
The Pennsylvania District Attorneys Institute (PDAI) is seeking a highly qualified restitution consultant to assist with the collection of restitution due and owing the Crime Victims Compensation (CVC) Fund; develop training and education surrounding all aspects of restitution; provide restitution-related technical assistance to Pennsylvania District Attorneys and Victim Service Providers throughout the Commonwealth; and improve coordination and collaboration among county agencies to ensure a consistent restitution process. This position is dependent upon the receipt of grant funding and is for a three-year period beginning January 1, 2026 and ending December 31, 2028.
Essential Duties and Responsibilities:
- This position will coordinate directly with financial recovery staff within the Victims Compensation Assistance Program of the Pennsylvania Commission on Crime and Delinquency’s (PCCD) Office of Victims’ Services.
- Review Administrative Office of Pennsylvania Courts (AOPC) docketing information that reflects restitution due and owing to the CVC Fund.
- Undertake a review of other states to determine how those states collect restitution due and owing to the CVC Fund.
- Develop/implement a process in conjunction with PCCD that Pennsylvania can utilize for a more comprehensive restitution collection effort. Possible efforts include, but are not limited to:
- Coordinate with County Clerk of Courts to obtain an understanding of the restitution process within the county, to include all involved agencies in the process.
- Create a recommendation that includes standard language that can be implemented in all counties to be used at sentencing to ensure restitution is ordered.
- Provide training and technical assistance to counties in relation to restitution issues that include, but are not limited to:
- Ordering of restitution.
- Amending restitution orders.
- Develop and implement at least 16 trainings over three years for all levels of the restitution process within counties.
- Coordination with PCCD on any other recommendations on issues found through the course of performing the above duties.
- Coordinate with financial recovery staff within the Office of Victims’ Services, Victims Compensation Assistance Program (VCAP) to establish ongoing meetings to discuss progress and ensure there are no duplication of efforts.
The ideal candidate will possess:
- A minimum of 2 years of experience in dealing with restitution
- A thorough understanding of the criminal justice system
- Experience in developing and conducting trainings
- The ability to travel overnight both in and out of state
- Experience with the RFP process and conference/training contracting
- The ability to professionally represent the PDAI and PCCD
- Strong interpersonal skills
- Strong written and oral communication skills
- Mathematical and analytical skills
- Computer skills
- Experience with facilitation of meetings and group discussions
